I have tried to get this game to work.
Steps I have tried to get the game to work, verify local files via steam. Uninstall and reinstall the game. Delete the config file in \Documents\My Games\They Are Billions even tried to run it in windowed mode.

The best I get is a flash of either a window or a black screen then the error report option. I want to play the game I only just bought it and really want to give it a shot heard good things about it.

Ok what I got to work for me. I hope it works for everyone else.
Navigate to \SteamLibrary\steamapps\common\They Are Billions\_CommonRedist\vcredist\2017
Run the approriate vc_redist (x64 is 64bit, and x86 is 32bit) and select UNINSTALL. Then once done run it again and install.

\_CommonRedist\DotNet\4.6 run NDP462-KB3151800-x86-x64-AllOS-ENU and go through the prompts

\_CommonRedist\DirectX\Jun2010 run DXSETUP

With all these done go to \Documents\My Games\They Are Billions and open Configuration either enter these settings or slightly change stuff default for the monitor is 0 (in my case thats my secondary so try with 0 first)

On my Windows 10 machine Windows Defender was blocking the software from running. To see if this is your issue go to the event viewer and look under "Applications and Services Logs" > Microsoft > WIndows > "Windows Defender" and filter Event ID 1123. My machine shows Windows Defender blocked They Are Billions because of "Controlled Folder Access".

D:\SteamGames\steamapps\common\They Are Billions\TheyAreBillions.exe has been blocked from modifying %userprofile%\Documents\My Games\They Are Billions by Controlled Folder Access.

To turn this off open the "Windows Defender Security Center" by searching for Defender from the start menu. Click Virus & Threat Protection then "Virus & Thread protection settings". Under "Controlled folder access" click to turn it off.

Now you can run the They Are Billions program without errors. This worked for me after uninstalling and reinstalling the game.

In my case have been the same problem with the antivir, trying to access a protected folder (my documents)
put to guarantee access for the app and now launches fine
